RUPEM is a University Network for Research and Migration Studies (RUPEM), which has as members all the public universities of Bahia, namely the Federal University of Bahia (UFBA), State University of Santa Cruz - (UESC), University of International Integration of Afro-Brazilian Lusophony - (Unilab), Federal University of Western Bahia (UFOB), State University of Southwestern Bahia (UESB), State University of Feira de Santana (UEFS) , State University of Bahia (UNEB) and Federal University of the Recôncavo da Bahia (UFRB) and Federal University of Southern Bahia.
It is a network with a programmatic, preliminary and experimental purpose of mapping, diagnosing, collecting, grouping and analyzing data. RUPEM's objectives also include the training of public agents and social organization activists, as well as the partnership with the municipal public power with the purpose of promoting the migrant population's access to public goods (health, education, housing, safety) and to propose draft laws aiming at the legal support of the humanitarian shelter.
Another initiative of RUPEM is to establish partnerships with the local private sector (companies, institutions, commerce) aiming at the employability of migrants and refugees. In this way, RUPEM, through the Universities, proposes to carry out a set of activities from which the results will be made available to public agencies (city halls and departments) and social agents, in order to enable appropriate initiatives in the field of humanitarian host and offer theoretical and empirical tools to contribute to the development, promotion and implementation of public and social policies.
